1 A BILL FOR AN ACT relating to schools; to provide grants to the school
2 board or board of education of a school district, or the governing
3 authority of a private, denominational, or parochial school to adopt
4 a policy to provide emergency response mapping data to local law
5 enforcement agencies as prescribed; and to provide powers and duties
6 to the State Department of Education and the State Board of
7 Education.
8 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) For purposes of this section, local law enforcement
2 agency includes, but is not limited to, a local police department,
3 sheriff's department, and fire department.
4 (2)(a) A school board or board of education of a school district or
5 a governing authority of a private, denominational, or parochial school
6 in this state may vote to adopt a policy in accordance with this section
7 to provide emergency response mapping data to local law enforcement
8 agencies for use in response to emergencies.
9 (b) A school board or board of education or a governing authority
10 that adopts such policy shall provide emergency response mapping data in
11 an electronic or digital format to assist emergency first responders in
12 responding to an emergency at a school.
13 (c) The emergency response mapping data shall, at a minimum, meet
14 all of the following requirements:
15 (i) Be compatible with software platforms used by local, county,
16 state, and federal public safety agencies that provide emergency services
17 to the specific school for which the data is provided without requiring
18 the local law enforcement agencies to purchase additional software or
19 requiring the integration of third-party software to view the data;
20 (ii) Be compatible with security software platforms in use by the
21 specific school for which the data is provided without requiring the
22 local law enforcement agencies to purchase additional software or
23 requiring the integration of third-party software to view the data;
24 (iii) Be provided in a printable format;
25 (iv) Be verified for accuracy through an annual walk-through of
26 school buildings and grounds;
27 (v) Be orientated true north;
28 (vi) Be overlaid on current aerial imagery or plans of school
29 buildings;
30 (vii) Contain site-specific labeling that matches the structure of
31 school buildings, including room labels, hallway names, external door or

1 stairwell numbers, locations of hazards, key utility locations, key
2 boxes, automated external defibrillators, and trauma kits;
3 (viii) Contain site-specific labeling that matches the school
4 grounds, including parking areas, athletic fields, surrounding roads, and
5 neighboring properties; and
6 (ix) Be overlaid with gridded x/y coordinates.
7 (3) The school board or board of education of each school district
8 and the governing authority of each private, denominational, or parochial
9 school adopting a policy in accordance with this section shall annually
10 certify to the appropriate local law enforcement agencies that the
11 emergency response mapping data required to be provided under subsection
12 (2) of this section is accurate or, if such information has changed, then
13 such board or governing authority shall provide the appropriate local law
14 enforcement agencies with updated emergency response mapping data.
15 (4) A school board or board of education of a school district or a
16 governing authority of a private, denominational or parochial school that
17 adopts a policy in accordance with this section and a local law
18 enforcement agency of a school adopting such policy may apply to the
19 State Department of Education, on forms and in a manner prescribed by the
20 department, for a grant to cover the costs of providing or accessing such
21 emergency response mapping data in accordance with this section. Such
22 application shall include a copy of the appropriate school policy, a
23 quote from a vendor on the price to provide such emergency response
24 mapping data that meets the requirements of subdivision (2)(c) of this
25 section, and such other information as the department may require.
26 (5) It is the intent of the Legislature that grants awarded pursuant
27 to this section shall be funded first using any available federal funds
28 from the Elementary and Secondary School Emergency Relief Fund and if
29 additional funding is needed, then using General Funds.
30 (6) The State Board of Education may adopt and promulgate rules and
31 regulations to carry out this section.
