1 A BILL FOR AN ACT relating to appropriations; to appropriate funds from
2 the General Fund to the Legislative Council for the purpose of
3 awarding a planning grant relating to criminal justice; and to
4 declare an emergency.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. There is hereby appropriated $250,000 from the General
2 Fund for FY2023-24 to the Legislative Council, Program 504, for the
3 purpose of awarding a planning grant to an organization to explore making
4 probation, the district and state court systems, law enforcement, county
5 attorneys, public defenders, and school districts more effective partners
6 in juvenile justice reform. This effort should include a county having a
7 population of one hundred fifty thousand or more inhabitants willing to
8 lease or grant county-owned property for the purpose of creating a
9 facility to address juvenile justice and behavioral health issues. The
10 planning grant shall include a sustainable revenue model for such a
11 facility.
12 Sec. 2. Since an emergency exists, this act takes effect when
13 passed and approved according to law.
