1 A BILL FOR AN ACT relating to appropriations; to appropriate funds from
2 the General Fund to the Department of Administrative Services; and
3 to declare an emergency.
4 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) There is hereby appropriated $26,000,000 from the
2 General Fund for FY2023-24 to the Department of Administrative Services,
3 for Program 101, for the purposes described in subsection (2) of this
4 section.
5 (2) The Department of Administrative Services shall provide the
6 funds appropriated in this section to the office of the Chief Information
7 Officer for the following purposes:
8 (a) Establishing interoperable communications between state agencies
9 and volunteer departments by providing portable and mobile radios,
10 programming, and installation of all radios and equipment; and
11 (b) Training for interoperability with the Statewide Radio System to
12 connect volunteer departments and agencies to the Statewide Radio System
13 through a grant program. Eligibility for such program shall be based on
14 the number and type of radios required for each volunteer department
15 based upon such department's needs and size. The office of the Chief
16 Information Officer shall not charge any subscription, programming, or
17 training fee for any volunteer department connected to the Statewide
18 Radio System after receiving a grant from the program. Priority shall be
19 given to volunteer departments along the National System of Interstate
20 and Defense Highways.
21 (3) For purposes of this section, volunteer department has the same
22 meaning as in section 35-901.
23 Sec. 2. Since an emergency exists, this act takes effect when
24 passed and approved according to law.
