1 A BILL FOR AN ACT relating to appropriations; to appropriate money to the
2 State Department of Education to fund career and technical education
3 programs and career education student organizations; and to declare
4 an emergency.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. There is hereby appropriated (1) $10,432,000 from the
2 General Fund for FY2023-24 and (2) $10,432,000 from the General Fund for
3 FY2024-25 to the State Department of Education, for Program 158, for the
4 purpose of funding career and technical education programs as defined in
5 section 79-774 and career education student organizations as defined in
6 section 79-774 in secondary and postsecondary schools.
7 There is included in the appropriation to this program for FY2023-24
8 $10,232,000 General Funds to be distributed between secondary and
9 postsecondary schools according to the formula used for federal Perkins
10 funds as such formula existed on January 1, 2023. Up to $306,960 of this
11 amount may be used for administration purposes. Each school district
12 shall receive no less than $15,000. There is included in the
13 appropriation to this program for FY2024-25 $10,232,000 General Funds to
14 be distributed between secondary and postsecondary schools according to
15 the formula used for federal Perkins funds as such formula existed on
16 January 1, 2023. Up to $306,960 of this amount may be used for
17 administration purposes. Each school district shall receive no less than
18 $15,000.
19 No expenditures for permanent and temporary salaries and per diems
20 for state employees shall be made from funds appropriated in this
21 section.
22 Sec. 2. There is hereby appropriated (1) $400,000 from the General
23 Fund for FY2023-24 and (2) $400,000 from the General Fund for FY2024-25
24 to the State Department of Education, to be evenly distributed between
25 the career education student organizations as defined in section 79-774.
26 There is included in the appropriation in this section for FY2023-24
27 $400,000 General Funds to be evenly distributed between the career
28 education student organizations. Up to $50,000 of this amount may be used
29 for administration purposes. There is included in the appropriation in
30 this section for FY2024-25 $400,000 General Funds to be evenly
31 distributed between the career education student organizations. Up to

1 $50,000 of this amount may be used for administration purposes.
2 No expenditures for permanent and temporary salaries and per diems
3 for state employees shall be made from funds appropriated in this
4 section.
5 Sec. 3. Since an emergency exists, this act takes effect when
6 passed and approved according to law.
