1 A BILL FOR AN ACT relating to natural resources; to require a study and
2 report by the Natural Resources Committee of the Legislature on the
3 economic impacts and risks of intermittent renewable energy
4 generation in Nebraska; and to declare an emergency.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) The Natural Resources Committee of the Legislature
2 shall conduct a study to examine the economic impacts of an increasing
3 reliance on an intermittent renewable energy generation approach to the
4 generation of electricity in Nebraska. The study shall include, but not
5 be limited to:
6 (a) An analysis and evaluation of the short-term and long-term costs
7 and economic risks of replacing baseload generation of electricity with
8 intermittent renewable energy generation, including an evaluation of any
9 existing statistical evidence relating to such costs and risks;
10 (b) An analysis and evaluation of the economic benefits of
11 maintaining and developing coal, natural gas, and nuclear power plants in
12 Nebraska; and
13 (c) A determination of whether the current trajectory of increased
14 reliance on intermittent renewable energy generation resources in
15 Nebraska threatens the ability of power suppliers in the state to
16 maintain existing baseload generation as well as to develop new baseload
17 generation sufficient to meet the energy needs of Nebraska consumers.
18 (2) The committee may contract with an outside consultant to assist
19 in the conduct of the study. Such contract shall be subject to approval
20 by the Executive Board of the Legislative Council and not exceed a cost
21 of thirty thousand dollars.
22 (3) The committee shall electronically submit a report of its
23 findings, along with any recommendations, to the Clerk of the Legislature
24 on or before November 15, 2023.
25 Sec. 2. Since an emergency exists, this act takes effect when
26 passed and approved according to law.
