1 A BILL FOR AN ACT relating to relating to child welfare services; to
2 provide for a reimbursement rate increase for an increase in rates
3 or a decrease in revenue for providers as prescribed.
4 Be it enacted by the people of the State of Nebraska,

1 Section 1. Using contracts from fiscal year 2022-23 as the base
2 year, any increased costs or decreased revenue for providers that result
3 from changes to the language in the contracts for child welfare services
4 paid out of Budget Program 354 in the budget for the Department of Health
5 and Human Services shall be funded through a reimbursement rate increase
6 that is in addition to any other rate increase. The amount of the
7 increased costs or decreased revenue shall be determined by a third party
8 to be hired by the Department of Health and Human Services. The child
9 welfare services described in this section include parenting time,
10 supervised visitation, in-home safety, in-home family support, out-of-
11 home family support, drug testing, intensive family preservation,
12 intensive family reunification, agency supported foster care, foster
13 parent travel, the qualified residential treatment program, out-of-home
14 maintenance, transitional living, training independent skills, and family
15 finding and drive time and mileage for services listed in this section.
