1 A BILL FOR AN ACT relating to education; to require the State Department
2 of Education to establish a grant program to provide and distribute
3 a monthly, nondigital publication to schools and homes.
4 Be it enacted by the people of the State of Nebraska,

1 Section 1. The State Department of Education shall establish a
2 grant program to provide positive educational experiences for students to
3 develop their reading skills. The department shall award a grant to any
4 statewide organization that represents a majority of Nebraska newspapers
5 upon application and proof of ability to provide and distribute a
6 monthly, nondigital publication to schools and homes for in-school
7 classroom and in-home use. The grant shall be used by the organization to
8 create and distribute such a publication. The purpose of the publication
9 is to positively impact reading scores and literacy rates for
10 kindergarten through grade twelve and improve life-long learning skills
11 and potential of Nebraska youth and their families. It is the intent of
12 the Legislature to appropriate one million one hundred seventy thousand
13 dollars from the General Fund for fiscal year 2023-24 and one million one
14 hundred seventy thousand dollars from the General Fund for fiscal year
15 2024-25 to the State Department of Education to administer the grant
16 program and provide the grants pursuant to this section.
