1 A BILL FOR AN ACT relating to the Precision Agriculture Infrastructure
2 Grant Act; to amend section 86-1403, Revised Statutes Cumulative
3 Supplement, 2022; to change provisions of the Precision Agriculture
4 Infrastructure Grant Program; to state legislative intent to
5 appropriate money; to repeal the original section; and to declare an
6 emergency.
7 Be it enacted by the people of the State of Nebraska,

1 Section 1. Section 86-1403, Revised Statutes Cumulative Supplement,
2 2022, is amended to read:
3 86-1403 (1) The Precision Agriculture Infrastructure Grant Program
4 is created. The commission shall administer the program. The purposes of
5 the program are to:
6 (a) Propel Nebraska agricultural producers to lead the nation in
7 precision agriculture connectivity, sustainability, traceability, and
8 autonomy to accelerate rural economic development; and
9 (b) Provide high-speed Internet service to farm sites as defined in
10 section 77-1359 in unserved areas of the state as defined in section
11 86-1302.
12 (2) For the purpose of carrying out the program, the commission may
13 utilize money (a) appropriated for such purpose by the Legislature or (b)
14 funds provided to the state through the federal Broadband Equity, Access,
15 and Deployment Program, not to exceed two million dollars per year.
16 (3) It is the intent of the Legislature to appropriate two million
17 dollars for each of fiscal years 2023-24 and 2024-25 to carry out this
18 section.
19 Sec. 2. Original section 86-1403, Revised Statutes Cumulative
20 Supplement, 2022, is repealed.
21 Sec. 3. Since an emergency exists, this act takes effect when
22 passed and approved according to law.
