1 A BILL FOR AN ACT relating to the Nebraska Commission on Law Enforcement
2 and Criminal Justice; to state intent and requirements for victim
3 advocate grants as prescribed.

1 Section 1. (1) It is the intent of the Legislature to appropriate
2 fifty thousand dollars from the General Fund for fiscal year 2023-24 and
3 each fiscal year thereafter to the Nebraska Commission on Law Enforcement
4 and Criminal Justice for purposes described in subsection (2) of this
5 section.
6 (2) The commission shall award a grant to an organization, institute
7 of higher learning, or other such entity which provides training for
8 victim advocates in the State of Nebraska. Qualified applicants shall
9 have a program that provides forty hours of nationally accredited victim
10 advocate training. Such training shall include continuing education
11 credits to:
12 (a) Members of law enforcement;
13 (b) Social workers;
14 (c) Mental health providers; and
15 (d) Behavioral health specialists.
16 (3) Applicants receiving grants shall provide:
17 (a) Free training for no more than thirty-five participants;
18 (b) Reimbursement to participants to cover the costs of attending
19 the training, including meals; and
20 (c) Reimbursement for administrative costs associated with providing
21 the training.
22 (4) The Nebraska Commission on Law Enforcement and Criminal Justice
23 shall create a process for soliciting, vetting, awarding, and monitoring
24 the victim advocate training grants.
25 (5) Grants shall be awarded no later than December 1, 2023, for
26 fiscal year 2023-24 and no later than June 1, 2024, for fiscal year
27 2024-25 and no later than June 1 for each fiscal year thereafter.
28 (6) Grants awarded for fiscal year 2023-24 may be used by an
29 applicant to reimburse for training provided in fiscal year 2023-24 if
30 the applicant can document that the training met or would have met the
31 qualifications in subsections (2) and (3) of this section.
