    A BILL FOR AN ACT relating to education; to define terms; to provide
       powers and duties to the State Department of Education relating to a
        teacher apprenticeship program;   to create   a fund;   and to   state
        intent relating to funding.
    Be it enacted by the people of the State of Nebraska,

       Section 1.      (1) For purposes of this section:
       (a) Department means the State Department of Education; and
       (b) Program means the Nebraska Teacher Apprenticeship Program.
        (2) The department shall create and administer the Nebraska Teacher
   Apprenticeship Program. The purpose of the program is to help recruit and
    increase teachers throughout the state by utilizing an apprenticeship
    model for training.
       (3)(a)    The department may work with institutions of   higher
   education, the Department of Labor, and others the State Department of
   Education deems necessary to implement the program.
       (b) The State Department of Education may use pilot programs to
   assist with the creation of the program.
        (4) The State Board of Education may adopt and promulgate rules and
    regulations to carry out the program.
       (5) The Nebraska Teacher Apprenticeship Fund is created. The fund
    shall be administered by the department to carry out the program. The
   fund shall consist of money transferred by the Legislature and any gifts,
   grants,   bequests,    donations,    or other contributions from public or
   private sources. Any money in the fund available for investment shall be
    invested by the state investment officer pursuant to the Nebraska Capital
    Expansion Act and the Nebraska State Funds Investment Act.
        (6) It is the intent of the Legislature to transfer XXXX dollars
   from the General Fund to the Nebraska Teacher Apprenticeship Fund for
    fiscal year 2023-24 for the purposes of carrying out the program.
