1 A BILL FOR AN ACT relating to education; to define terms; to provide
2 powers and duties to the State Department of Education relating to a
3 teacher apprenticeship program; to create a fund; and to state
4 intent relating to funding.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) For purposes of this section:
2 (a) Department means the State Department of Education; and
3 (b) Program means the Nebraska Teacher Apprenticeship Program.
4 (2) The department shall create and administer the Nebraska Teacher
5 Apprenticeship Program. The purpose of the program is to help recruit and
6 increase teachers throughout the state by utilizing an apprenticeship
7 model for training.
8 (3)(a) The department may work with institutions of higher
9 education, the Department of Labor, and others the State Department of
10 Education deems necessary to implement the program.
11 (b) The State Department of Education may use pilot programs to
12 assist with the creation of the program.
13 (4) The State Board of Education may adopt and promulgate rules and
14 regulations to carry out the program.
15 (5) The Nebraska Teacher Apprenticeship Fund is created. The fund
16 shall be administered by the department to carry out the program. The
17 fund shall consist of money transferred by the Legislature and any gifts,
18 grants, bequests, donations, or other contributions from public or
19 private sources. Any money in the fund available for investment shall be
20 invested by the state investment officer pursuant to the Nebraska Capital
21 Expansion Act and the Nebraska State Funds Investment Act.
22 (6) It is the intent of the Legislature to transfer XXXX dollars
23 from the General Fund to the Nebraska Teacher Apprenticeship Fund for
24 fiscal year 2023-24 for the purposes of carrying out the program.
