1 A BILL FOR AN ACT relating to nursing; to adopt the Nursing Incentives
2 Scholarship Act; and to declare an emergency.
3 Be it enacted by the people of the State of Nebraska,

1 Section 1. Sections 1 to 6 of this act shall be known and may be
2 cited as the Nursing Incentives Scholarship Act.
3 Sec. 2. For purposes of the Nursing Incentives Scholarship Act:
4 (1) Accelerated nursing program means a twelve-month accelerated
5 nursing program that (a) is offered by a public or private postsecondary
6 institution in Nebraska that has a partnership with a statewide clinical
7 affiliate and (b) consists of courses of instruction in regularly
8 scheduled classes leading to an accelerated bachelor of science in
9 nursing degree;
10 (2) Department means the Department of Health and Human Services;
11 and
12 (3) Eligible nursing student means a person who:
13 (a) Does not live in Nebraska at the time of applying for a
14 scholarship under the Nursing Incentives Scholarship Act;
15 (b) Intends to enroll or is enrolled in an accelerated nursing
16 program; and
17 (c) Agrees in writing to work for three years in Nebraska as a
18 licensed registered nurse upon completion of the accelerated nursing
19 program.
20 Sec. 3. (1) An eligible nursing student may apply to the department
21 on forms prescribed by the department for a scholarship.
22 (2) If the department approves such application, such eligible
23 nursing student shall receive:
24 (a) A scholarship that pays for forty percent of the costs of
25 tuition at an accelerated nursing program; and
26 (b) A twenty percent tuition remission each year for the first three
27 years after completion of an accelerated nursing program for service
28 provided in the State of Nebraska.
29 Sec. 4. (1) The department may award up to four million dollars
30 under the Nursing Incentives Scholarship Act for fiscal year 2023-24.
31 (2) The department may award up to six million dollars under the

1 Nursing Incentives Scholarship Act for each fiscal year after fiscal year
2 2023-24.
3 Sec. 5. Any recipient of money under the Nursing Incentives
4 Scholarship Act who violates the terms of the written agreement to work
5 in Nebraska for the first three years after completing the accelerated
6 nursing program shall pay back all amounts received to the department.
7 Sec. 6. The department may adopt and promulgate rules and
8 regulations to carry out the Nursing Incentives Scholarship Act.
9 Sec. 7. Since an emergency exists, this act takes effect when
10 passed and approved according to law.
