1 A BILL FOR AN ACT relating to appropriations; to state intent regarding
2 appropriations to the Department of Economic Development; and to
3 declare an emergency.
4 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) For purposes of this section, development means to
2 provide, grant, or loan any form of capital or technical support to
3 private or public entities.
4 (2) It is the intent of the Legislature to appropriate an additional
5 $50,000,000 from the General Fund for FY2023-24 and an additional
6 $50,000,000 from the General Fund for FY2024-25 to the Department of
7 Economic Development, Agency 72, for Program No. 601, Community and Rural
8 Development, as aid for this program, to contract with the Nebraska
9 Investment Finance Authority, as described in the Nebraska Investment
10 Finance Authority Act, for development of housing units located within a
11 city of the metropolitan class. The priority for development of housing
12 units shall be the follow order:
13 (a) Housing located within two miles of an airport;
14 (b) Housing located within a qualified census tract; and
15 (c) Mixed income housing units.
16 Sec. 2. Since an emergency exists, this act takes effect when
17 passed and approved according to law.
