1 A BILL FOR AN ACT relating to roads; to require the Department of
2 Transportation to plan, design, and purchase rights-of-way for U.S.
3 Highway 75 and pave all unpaved state highways; and to declare
4 legislative intent to appropriate funds.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) The Legislature finds and declares that:
2 (a) One of the purposes of an expressway system is to connect urban
3 population centers to each other and to populations in rural areas for
4 the benefit of those who commute to urban areas for work and school.
5 (b) The planning, design, and purchase of rights-of-way for a
6 continuous four-lane divided highway system located along U.S. Highway 75
7 from Plattsmouth, Nebraska, and running south to the Kansas border are
8 critically necessary to link southeast Nebraska to Omaha and other parts
9 of the state; and
10 (c) The planning, design, and purchase of rights-of-way described in
11 this subsection will address the growth of global transportation,
12 agribusiness, tourism industries, and significant safety concerns for a
13 growing commuter population in southeast Nebraska.
14 (2) The Department of Transportation shall plan, design, and
15 purchase rights-of-way for a four-lane divided highway system located
16 along U.S. Highway 75 running from Plattsmouth, Nebraska, south to the
17 Kansas border.
18 (3) It is the intent of the Legislature to appropriate General Funds
19 for the planning, design, and purchase of rights-of-way for U.S. Highway
20 75 between Plattsmouth, Nebraska, and the Kansas border into a four-lane
21 divided highway.
22 (4) It is the intent of the Legislature to appropriate General Funds
23 for the paving or hard-surfacing of all state highways in the state that
24 remain unpaved.
