1 A BILL FOR AN ACT relating to education; to amend section 79-8,145,
2 Revised Statutes Cumulative Supplement, 2022; to change provisions
3 of the Alternative Certification for Quality Teachers Act; to
4 authorize the Commissioner of Education to issue temporary
5 certificates to teach to military veterans as prescribed; and to
6 repeal the original section.
7 Be it enacted by the people of the State of Nebraska,

1 Section 1. Section 79-8,145, Revised Statutes Cumulative Supplement,
2 2022, is amended to read:
3 79-8,145 (1) In addition to certificates issued pursuant to sections
4 79-806 to 79-815:
5 (a) The Commissioner of Education shall, subject to the provisions
6 of subsection (3) of this section, grant a temporary certificate to teach
7 on a full-time basis to any applicant who:
8 (i) Has completed a teacher education program at a standard
9 institution of higher education as defined in section 79-807; and
10 (ii) Currently possesses a certificate to teach in good standing
11 from another state; and
12 (b) The Commissioner of Education commissioner may, subject to the
13 provisions of subsection (3) of this section, grant a temporary
14 certificate to teach on a full-time basis to any applicant who:
15 (i) Has earned and been awarded a bachelor's degree, graduate
16 degree, or professional degree from a college or university accredited by
17 an accrediting organization recognized by the United States Department of
18 Education; and
19 (ii) Has satisfactorily demonstrated basic skills competency and
20 passed any appropriate subject area examination as designated by the
21 State Board of Education; and .
22 (c)(i) The Commissioner of Education shall, subject to the
23 provisions of subsection (3) of this section, grant a temporary
24 certificate to teach on a full-time basis to any applicant who:
25 (A) Is a veteran with at least forty-eight months of military
26 service;
27 (B) Has a minimum of sixty college credits with a minimum cumulative
28 grade point average of 2.5 on a four-point scale or the equivalent; and
29 (C) Has passed any appropriate subject area examination as
30 designated by the State Board of Education.
31 (ii) An applicant issued a temporary certificate to teach pursuant

1 to subdivision (1)(c)(i) of this section shall be assigned a teacher
2 mentor for a minimum of two school years after commencing employment.
3 Each teacher mentor shall be selected by the principal or other
4 appropriate school administrator and shall:
5 (A) Hold a valid certificate to teach in Nebraska; and
6 (B) Have at least three years of teaching experience.
7 (2)(a) (2) Any temporary certificate to teach issued pursuant to
8 subdivisions (1)(a) and (b) of this section shall be valid for a period
9 not to exceed two years, during which the holder of such temporary
10 certificate must obtain a certificate to teach pursuant to sections
11 79-806 to 79-815 by completing the requirements contained in such
12 sections.
13 (b) Any temporary certificate to teach issued pursuant to
14 subdivision (1)(c)(i) of this section is not renewable and shall be valid
15 for a period not to exceed five years, during which the holder of such
16 temporary certificate must obtain a certificate to teach pursuant to
17 sections 79-806 to 79-815 by completing the requirements contained in
18 such sections.
19 (3) Issuance of a temporary certificate to teach pursuant to this
20 section shall be subject to a criminal history record information check
21 pursuant to section 79-814.01 and payment of any required fees.
22 (4) For purposes of this section, veteran means a person who served
23 on active or reserve duty in the armed forces of the United States or in
24 the National Guard, and who was discharged or released from service under
25 conditions other than dishonorable.
26 Sec. 2. Original section 79-8,145, Revised Statutes Cumulative
27 Supplement, 2022, is repealed.
