1 A BILL FOR AN ACT relating to appropriations; to provide for allocation
2 of certain appropriations to the Department of Health and Human
3 Services; and to provide for a grant program.
4 Be it enacted by the people of the State of Nebraska,

1 Section 1. There is included in the appropriation to the Department
2 of Health and Human Services, Agency No. 25, Program No. 502, $1,400,000
3 from the Nebraska Health Care Cash Fund for FY2023-24 and $1,400,000 from
4 the Nebraska Health Care Cash Fund for FY2024-25. Such amounts shall be
5 used to expand behavioral health services in the seven community health
6 centers funded through Federal Program 330, Public Law 104-299, the
7 federal Health Centers Consolidation Act of 1996. Each of the following
8 centers is to receive $200,000: Charles Drew Health Center, One World
9 Community Health Center, East Central District Health Department - Good
10 Neighbor Community Health Center, Community Action Partnership of Western
11 Nebraska Health Center, Midtown Community Health Center, Bluestem Health,
12 and Heartland Health Center.
13 Sec. 2. There is included in the appropriation to the Department of
14 Health and Human Services, Agency No. 25, Program No. 502, $1,100,000
15 from the Nebraska Health Care Cash Fund for FY2023-24 and $1,100,000 from
16 the Nebraska Health Care Cash Fund for FY2024-25 for the seven community
17 health centers funded through Federal Program 330, Public Law 104-299,
18 the federal Health Centers Consolidation Act of 1996. Each of the
19 following health centers is to receive an amount to be distributed
20 proportionally based on the previous fiscal year's number of uninsured
21 clients as reported on the Uniform Data System Report provided to the
22 United States Department of Health and Human Services Bureau of Primary
23 Health Care. The distribution shall be made to Charles Drew Health
24 Center, One World Community Health Center, East Central District Health
25 Department - Good Neighbor Community Health Center, Community Action
26 Partnership of Western Nebraska Health Center, Midtown Community Health
27 Center, Bluestem Health, and Heartland Health Center.
28 Sec. 3. (1) There is included in the appropriation to the
29 Department of Health and Human Services, Agency No. 25, Program No. 502,
30 $15,000,000 from the General Fund, for FY2023-24, to award innovation
31 grants to the seven community health centers funded through Federal

1 Program 330, Public Law 104-299, the federal Health Centers Consolidation
2 Act of 1996. The following health centers shall be eligible for the
3 grants: Charles Drew Health Center, One World Community Health Center,
4 East Central District Health Department - Good Neighbor Community Health
5 Center, Community Action Partnership of Western Nebraska Health Center,
6 Midtown Community Health Center, Bluestem Health, and Heartland Health
7 Center.
8 (2) An innovation grant awarded pursuant to this section may be used
9 for the following:
10 (a) Capital improvements, including, but not limited to, facility
11 expansion and leasing additional space, and furnishing, equipping, or
12 redesigning facilities to support patient-centered care;
13 (b) Hiring, training, maintaining, and enhancing the health center
14 workforce; and
15 (c) Development of career development programs, including
16 apprenticeship and pipeline programs.
17 (3) The department shall provide requirements for soliciting,
18 vetting, and monitoring such grants.
19 (4) It is the intent of the Legislature that the money awarded as
20 grants pursuant to this section is dispersed by June 30, 2026.
