PROPOSED CONSTITUTIONAL AMENDMENT

1 THE MEMBERS OF THE ONE HUNDRED SEVENTH LEGISLATURE OF NEBRASKA,
2 FIRST SESSION, RESOLVE THAT:
3 Section 1. At the general election in November 2022 the following
4 proposed amendment to the Constitution of Nebraska shall be submitted to
5 the electors of the State of Nebraska for approval or rejection:
6 To amend Article I, section 22:
7 I-22 (1) All elections shall be free; and there shall be no
8 hindrance or impediment to the right of a qualified voter to exercise the
9 elective franchise.
10 (2) In order to combat voter fraud, preserve the relative power of
11 each eligible citizen's right to vote, modernize the election
12 infrastructure of the state, and ensure the integrity of the elections of
13 the state so as to preserve the public confidence in the legitimacy of
14 the elected government, a poll worker shall review a photograph or
15 digital image of each voter to verify the identity of the voter in a
16 manner determined by the Legislature prior to allowing the voter to vote.
17 The Legislature shall provide specifications for the manner of reviewing
18 such photograph or digital image and for exemptions for specific
19 situations in which such requirement would violate an individual's rights
20 under the Constitution of the United States.
21 Sec. 2. The proposed amendment shall be submitted to the electors
22 in the manner prescribed by the Constitution of Nebraska, Article XVI,
23 section 1, with the following ballot language:
