1 A BILL FOR AN ACT relating to appropriations; to appropriate funds to the
2 Department of Health and Human Services.
3 Be it enacted by the people of the State of Nebraska,

1 Section 1. There is hereby appropriated $50,000 from the General
2 Fund for FY2019-20 to the Department of Health and Human Services,
3 Children and Family Services.
4 It is the intent of the Legislature that such appropriation be used
5 specifically for the cultural competency and racial equity training of
6 case managers, supervisors, relevant agency leadership, Youth
7 Rehabilitation and Treatment Center staff, and other frontline staff, to
8 ensure they embrace the diversity of families and are aware of
9 disparities and disproportionality in the child welfare system, while
10 working towards mitigating these disparities. Disproportionality refers
11 to the overrepresentation of Native American, African American, and
12 Hispanic children and disparities refers to inequitable outcomes for a
13 racial or ethnic group. The training shall be provided by external
14 experts and include the involvement of families impacted by the child
15 welfare system when possible. The training shall occur both for new
16 workers as part of new worker training and for existing staff members.
17 The department shall seek to maximize federal Title IV-E funding to cover
18 cultural competency and racial equity training activities and costs in
19 carrying out this appropriation.
