  1    A BILL FOR AN ACT relating to appropriations; to appropriate funds to the
 2         Department of Health and Human Services.
 3     Be it enacted by the people of the State of Nebraska,

 1           Section 1.      There is hereby appropriated (1) $600,000 from the
 2     General Fund for FY2019-20 and (2) $600,000 from the General Fund for
 3     FY2020-21, to the Department of Health and Human Services, for Program
 4     514, to contract for services to carry out the statewide prescription
 5     drug disposal program. The department shall require an annual report from
 6     the party contracting to carry out the program regarding the expenditures
 7     under the contract and shall electronically forward the report to the
 8     Clerk of the Legislature on or before December 31, 2020, and December 31,
 9     2021.   The terms and conditions of   the contract shall include the
10     availability of the funds to the contracting party on July 1, 2019, and
11     July 1, 2020, or as soon thereafter as administratively possible.
12           No expenditures for permanent and temporary salaries and per diems
13     for state employees shall be   made from funds appropriated in    this
14     section.
15           Sec. 2.      Since an emergency exists, this act takes effect when
16     passed and approved according to law.
