This bill appropriates up to $35 million to the state historical society for the North Dakota military museum project, allowing the society to borrow this amount through a line of credit from the Bank of North Dakota until June 30, 2027. The interest rate on the line of credit will not exceed the prevailing rate for North Dakota governmental entities. If the society cannot repay the line of credit and accrued interest by March 31, 2029, it must request a deficiency appropriation from the seventy-first legislative assembly. Additionally, the capital grounds planning commission will oversee the project, and the state historical society is required to provide quarterly reports on the project's status during the 2027-28 interim.
The bill also amends section 55-01-02.1 of the North Dakota Century Code, granting the state historical society jurisdiction over the North Dakota heritage center and its military gallery. It establishes that the society, in consultation with the adjutant general, will manage public displays and content for the military gallery, which will include naming the regimental room as the North Dakota national guard regimental room. The society is also authorized to name other areas of the military museum, subject to approval for donor naming rights. Furthermore, the bill allows for the consumption of alcoholic beverages at the heritage center during private events, provided they are served by a licensed vendor.
