This bill amends the North Dakota Century Code to clarify the definition of an "alcoholic beverage establishment" and to update regulations regarding gaming activities conducted by licensed organizations. The definition now specifies that an alcoholic beverage establishment is one where alcoholic beverages are sold and dispensed by employees for consumption on the premises, explicitly excluding liquor stores, gas stations, grocery stores, and convenience stores. Additionally, the bill introduces new provisions regarding the conduct of gaming, including stipulations that electronic pull tabs, pull tabs, punchboards, twenty-one, paddlewheels, poker, and sports pools can only be conducted in designated areas of alcoholic beverage establishments where patrons must be at least twenty-one years old.
Furthermore, the bill outlines restrictions on the number of gaming sites a licensed organization can operate, with a maximum of fifteen sites unless specific conditions are met. It also establishes age restrictions for participation in various gaming activities, ensuring that individuals under twenty-one cannot play certain games, and those under eighteen have additional limitations. The bill maintains that organizations with more than fifteen licensed sites as of January 1, 2023, cannot increase their number of sites, while allowing those already conducting gaming at authorized sites to continue operations regardless of the establishment's classification.
