This bill amends section 54-52.1-04.18 of the North Dakota Century Code to establish health insurance benefits coverage specifically for insulin drugs and related medical supplies. The bill removes the expiration date previously set for July 31, 2025, ensuring the provisions remain in effect. It defines "insulin drug" and "medical supplies for insulin dosing and administration," clarifying what is included and excluded from coverage. The bill mandates that health insurance coverage must limit out-of-pocket costs for a thirty-day supply of covered insulin drugs and medical supplies to no more than twenty-five dollars per pharmacy or distributor.

Additionally, the bill prohibits pharmacies and distributors from charging or collecting amounts that exceed the established out-of-pocket limits and disallows any cost-sharing requirements that would increase out-of-pocket expenses beyond the specified amounts. It also clarifies that the coverage does not apply to insulin pumps, electronic insulin-administering smart pens, or continuous glucose monitors, and it outlines conditions under which the coverage may not interfere with high-deductible health plans qualifying for health savings accounts. Lastly, the bill specifies that it does not apply to Medicare part D prescription drug coverage.
