This bill mandates a legislative management study during the 2025-26 interim to examine the property rights of entitlement holders in transactions governed by the Uniform Commercial Code (UCC). The study will focus on the jurisdiction for disputes between entitlement holders and securities intermediaries, and will involve a comprehensive review of UCC provisions, particularly Article 8, in relation to both state and federal law, as well as the interaction of these laws concerning the ownership of personal property.

The legislative management is tasked with gathering input from relevant stakeholders, including securities intermediaries, to inform the study. Following the completion of the study, the legislative management is required to report its findings and recommendations to the seventieth legislative assembly, along with any proposed legislation necessary to implement those recommendations.
