This bill proposes the creation of a new section in chapter 15.1-09 of the North Dakota Century Code focused on human trafficking and exploitation prevention and awareness education for students in public and tribal schools. It mandates that school districts and tribal school governing boards adopt policies for this education, which must be provided to all students in grades four through twelve annually. The education will cover various topics, including definitions of human trafficking, state laws, victim profiling tactics, and actionable steps for reporting suspected cases. Additionally, optional workshops or materials will be offered to parents and guardians to support their children's understanding of personal safety and grooming prevention.

To support the implementation of this educational initiative, the bill appropriates $48,000 from the state general fund to the superintendent of public instruction for the biennium from July 1, 2025, to June 30, 2027. The education provided under this section is required to be developmentally appropriate, culturally sensitive, and based on evidence-based practices, with the possibility of being delivered by nonprofit organizations specializing in human trafficking outreach and education.
