The bill amends the definition of "alcoholic beverage establishment" in the North Dakota Century Code to specify that it includes establishments licensed under section 5-01-21 or chapter 5-02 where alcoholic beverages are sold, dispensed, and consumed on the premises. The definition explicitly excludes liquor stores, gas stations, grocery stores, and convenience stores.
Additionally, the bill mandates a legislative management study during the 2025-26 interim to examine the ownership of alcoholic beverage establishments by licensed charitable gaming organizations. This study will assess the prevalence of such ownership, the processes involved, the advantages and disadvantages, and the interactions between gaming manufacturers and distributors with these organizations. The findings and any necessary legislative recommendations will be reported to the seventieth legislative assembly.
