The bill proposes the establishment of the North Dakota Center for Aerospace Medicine under the University of North Dakota's School of Medicine and Health Sciences. This center aims to provide mental health resources and assistance for obtaining medical certification from the Federal Aviation Administration (FAA) to flight students, pilots, and aviation professionals. It will also support rural access to mental health resources, facilitate collaboration on aviation and space medicine research, and offer education and outreach on mental health issues related to aviation.

Additionally, the bill includes a one-time appropriation of $250,000 from the community health trust fund and other sources to support the planning, development, and operation of the center. This funding will cover personnel recruitment, facility costs, professional development, and initial research for the biennium from July 1, 2025, to June 30, 2027.
