This bill establishes a new section in the North Dakota Century Code to create the Theodore Roosevelt National Park Working Group, which will be responsible for managing the population of wild horses in the park. The working group will be chaired by a member of the legislative assembly and will include representatives from various sectors, including the parks and recreation department, tourism, agriculture, and nonprofit organizations focused on horse protection. The group is tasked with providing recommendations for maintaining a wild horse population above 200, promoting the horses for tourism benefits, and educating the public. They are required to meet quarterly and submit an annual report detailing their management plans.

Additionally, the bill appropriates $49,500 from the general fund to the Department of Commerce to support the administration of the working group for the biennium from July 1, 2025, to June 30, 2027. The working group is also authorized to make humane management recommendations, including birth control and removals, and may enter agreements with the National Park Service and private entities to address issues related to the wild horses.
