The bill proposes a legislative management study focused on the compensation levels of classified state employees during the 2025-26 interim. The study aims to evaluate the current state employee compensation system, including the processes for establishing pay grades and classifications. Key areas of review will include the historical changes to classification and pay grades, comparisons of state employee compensation with similar positions in the private sector, the effectiveness of equity funding and bonuses in employee retention, adherence to prevailing wage laws on state projects, and the impact of wage levels on contract awards for state projects.
The findings and recommendations from this study, along with any necessary legislation to implement these recommendations, will be reported to the seventieth legislative assembly. This initiative seeks to ensure that state employee compensation is competitive and equitable, ultimately enhancing employee retention and satisfaction within the state workforce.
