The bill amends subsection 1 of section 20.1-03-11 of the North Dakota Century Code, which pertains to youth deer hunting permits. It establishes that individuals whose eleventh, twelfth, or thirteenth birthday occurs in the same year as a youth deer hunting season are entitled to receive either a statewide white-tailed antlerless deer permit or an antlerless deer permit as determined by the governor by proclamation. This change replaces the previous language that simply stated "a" without specifying the types of permits available.

Additionally, the bill clarifies that individuals whose twelfth or thirteenth birthday occurs in the same year as an antelope hunting season may apply for an antelope permit for that season. It also stipulates that any individual hunting under these provisions must be accompanied by a parent, guardian, or another authorized individual, with "accompanied" defined as staying within a distance that allows for uninterrupted visual contact and unaided verbal communication.
