The bill amends several sections of the North Dakota Century Code concerning dangerous weapons and the possession of firearms at public gatherings. It redefines "dangerous weapon" to include knives with blades of six inches or more, while excluding certain self-defense sprays and devices that do not use projectiles. The bill also specifies that individuals are prohibited from possessing firearms or dangerous weapons at schools, places of worship, and publicly owned buildings, with exceptions for law enforcement, military personnel, and certain authorized individuals. Additionally, it allows political subdivisions and the state board of higher education to enact less restrictive ordinances or policies regarding firearm possession.
Furthermore, the bill modifies the requirements for individuals carrying concealed firearms, mandating that they possess their license or a digital image of it and present it to law enforcement upon request. It establishes penalties for violations, including a noncriminal offense punishable by a fee of $100 for unauthorized possession at public gatherings and a $20 fee for failing to produce a concealed carry license. The bill also allows for a fee of up to $500 for testing conducted by certified test administrators for concealed carry licenses.
