This bill proposes the establishment of a grant program aimed at supporting the education of nonbeneficiary students attending tribally controlled schools in North Dakota. A new section is added to chapter 15.1-01 of the North Dakota Century Code, defining "nonbeneficiary student" as those enrolled in a tribally controlled school who are neither enrolled members of a federally recognized Indian tribe nor biological children of a descendant member of an Indian tribe. The superintendent of public instruction is tasked with providing grants to these schools to help cover the costs associated with educating nonbeneficiary students.

The amendments also include the requirement for school districts to notify the superintendent of public instruction when contemplating such agreements and to consider any recommendations made by the superintendent.
