This bill proposes the creation of a new section in chapter 15.1-21 of the North Dakota Century Code focused on sex trafficking awareness and prevention curriculum in schools. Starting no later than the 2027-28 school year, school districts will be required to provide instruction on this topic to all students at least once before they graduate from high school. The curriculum must be reviewed and approved by the superintendent of public instruction, and it can be integrated into existing courses. Instruction may begin as early as grade seven.
The curriculum is mandated to cover several key areas, including the demographics of sex trafficking victims and perpetrators, accurate definitions of sex trafficking, the impact of stigmatization on reporting and prosecution, and information on reporting systems and community engagement. Additionally, it will provide basic training for identifying individuals at risk of being sex trafficked and help students recognize signs of grooming or coercive relationships. School districts are also permitted to seek funding or donations to support the implementation of this curriculum, provided that any external materials meet the approval requirements.
