The proposed bill aims to establish a new section in the North Dakota Century Code that mandates the inclusion of human trafficking awareness and prevention curriculum in school districts. Starting no later than the 2027-28 school year, each school district is required to provide instruction on this topic to every student at least once before they graduate from high school. The curriculum must be reviewed and approved by the superintendent of public instruction, and it can be integrated into relevant courses, with instruction beginning as early as grade seven.
The curriculum is designed to be comprehensive, including medically and legally accurate definitions of human trafficking, information on stigmatization, reporting systems, community engagement opportunities, and basic identification training for recognizing individuals at risk of trafficking. Additionally, it will educate students on recognizing signs of grooming for trafficking or coercive relationships. School districts are permitted to seek funds or donations to support the implementation of this curriculum, provided that any external materials meet the approval requirements set forth in the bill.
