This bill proposes the creation of a new section in chapter 15.1-21 of the North Dakota Century Code focused on human trafficking awareness and prevention education in schools. Starting no later than the 2027-28 school year, school districts will be required to provide instruction on this topic to all students at least once before they graduate from high school. The curriculum must be reviewed and approved by the superintendent of public instruction, and it can begin as early as grade seven. Additionally, the curriculum may be integrated into existing courses.

The mandated curriculum will include medically and legally accurate definitions of human trafficking, information on stigmatization and its effects on reporting, reporting systems, community engagement opportunities, basic identification training for at-risk individuals, and guidance for recognizing signs of grooming for trafficking or coercive relationships. School districts will have the option to seek funds or donations to support the implementation of this curriculum, provided that any external materials meet the approval requirements set forth in the bill.
