This bill mandates a legislative management study during the 2025-26 interim to assess the dental and oral health care needs of low-income children, Native American children, and individuals with disabilities who are Medicaid recipients. The study will encompass a comprehensive evaluation of the current dental health status of these groups, the barriers they face in accessing care, and the implications of inadequate dental services on their overall health. It will also review state and federal regulations affecting dentist enrollment in Medicaid, reimbursement rates, and the availability of complex dental services, as well as explore potential partnerships with tribal health organizations and the feasibility of telehealth solutions.

Additionally, the study will consider various strategies to improve access to dental care, including the expansion of educational programs for dental professionals, the promotion of volunteer and charitable dental services, and the recruitment and retention of dental providers in underserved areas. The findings and recommendations from this study, along with any necessary legislation, will be reported to the seventieth legislative assembly. This initiative aims to enhance the overall dental health care system for vulnerable populations in North Dakota.
