This bill mandates a legislative management study during the 2025-26 interim to assess the dental and oral health care needs of low-income children, Native American children, and individuals with disabilities who are Medicaid recipients. The study will encompass a comprehensive evaluation of the current dental health status of these groups, the barriers they face in accessing care, and the implications of inadequate dental services on their overall health. It will also review state and federal regulations affecting dentist enrollment in Medicaid, reimbursement rates, and the availability of complex dental services, as well as explore potential solutions such as partnerships with tribal health organizations, telehealth options, and educational programs for dental professionals.
Additionally, the study will analyze various aspects of dental care delivery, including provider participation in Medicaid, claims administration, and the effectiveness of existing programs aimed at recruiting and retaining dental health providers. The findings and recommendations from this study, along with any necessary legislation to implement these recommendations, will be reported to the seventieth legislative assembly. This initiative aims to improve access to dental care for vulnerable populations and address the systemic issues that hinder their ability to receive necessary services.
