The bill establishes a Special Education Funding Committee to be formed during the 2025-26 interim, tasked with studying various aspects of special education funding in North Dakota. The committee will be composed of eight members from the legislative assembly, including four representatives from the House and four from the Senate, along with several educational professionals such as special education directors, coordinators, and superintendents from both large and small schools. The chairman of the legislative management has the authority to appoint temporary, nonvoting members to the committee as needed.

The committee's study will focus on a comprehensive review of special education funding models, which will encompass topics such as student contracts, high-cost students, residential placements, and Medicaid reimbursement. At the conclusion of its study, the committee is required to report its findings and recommendations, including any proposed legislation necessary to implement these recommendations, to the seventieth legislative assembly.
