This bill establishes a Special Education Funding Committee to conduct a comprehensive study of special education funding during the 2025-26 interim. The committee will be formed by the legislative management and will consist of eight members from the legislative assembly, along with various educational professionals, including special education directors and superintendents from both large and small schools. The chairman of the legislative management has the authority to appoint temporary, nonvoting members to the committee as needed.

The committee's study will focus on various aspects of special education funding, such as funding models, student contracts, high-cost students, residential placements, and Medicaid reimbursement. At the conclusion of its study, the committee is required to report its findings and recommendations, including any proposed legislation necessary for implementation, to the seventieth legislative assembly.
