This bill proposes the creation of a new spay and neuter awareness grant program under the North Dakota Century Code, specifically within chapter 4.1-01. The program will be administered by the commissioner and aims to promote the use of spaying and neutering services throughout the state. Grants will be awarded to applicants who engage in activities that either promote these services or provide them directly. Additionally, the commissioner is tasked with adopting rules to implement the program in consultation with the state veterinarian.
