This bill proposes the creation of a new spay and neuter awareness grant program under the North Dakota Century Code, specifically within chapter 4.1-01. The program will be administered by the commissioner and aims to promote the use of spaying and neutering services throughout the state. Grants will be awarded to applicants who engage in activities that either promote these services or provide them directly. Additionally, the commissioner is tasked with adopting rules to implement the program in consultation with the state veterinarian.
The bill also amends section 4.1-41-19 of the North Dakota Century Code, changing the allocation of fees collected under this chapter. It removes the previous stipulation regarding the first $727,500 of revenue and instead directs that all fees received be deposited into the environment and rangeland protection fund. Furthermore, the bill appropriates $1,000,000 from this fund to the agriculture commissioner for the establishment and administration of the spay and neuter awareness grant program for the biennium from July 1, 2025, to June 30, 2027. This funding is designated as one-time funding.
