The funds are designated for a grant to a nonprofit organization to cover construction costs for a welcome center, parking lot, and related infrastructure at a veterans' national cemetery in the state. The appropriation is classified as one-time funding, and the interest rate on the line of credit cannot exceed the prevailing rate for North Dakota governmental entities. Additionally, the department must seek a deficiency appropriation from the legislative assembly to repay the line of credit if accessed.
The bill stipulates that the appropriation is contingent upon certification from the Department of Veterans' Affairs that the U.S. Department of Veterans Affairs National Cemetery Administration has approved the project plan and authorized construction. Furthermore, organizations receiving grants must report back to the department on the use of funds, including invoices and checks, which will then be shared with the legislative audit and fiscal review committee. The department is also required to update the committee on the project's status during the 2025-26 interim.
