This bill authorizes the Department of Veterans' Affairs to borrow up to $3,000,000 through a line of credit from the Bank of North Dakota for the biennium from July 1, 2025, to June 30, 2027. The funds are designated for a grant to a nonprofit organization to cover construction costs for a welcome center, parking lot, and related infrastructure at a veterans' national cemetery in the state. The appropriation is classified as one-time funding, and the interest rate on the line of credit cannot exceed the prevailing rate for North Dakota governmental entities. Additionally, the department must secure final project approval from the U.S. Department of Veterans Affairs before accessing the funds.

Furthermore, if the line of credit is utilized, the Department of Veterans' Affairs is required to request a deficiency appropriation from the legislative assembly to repay the borrowed amount. Organizations receiving grants must report on the use of funds, including invoices and checks, which the department will then share with the legislative audit and fiscal review committee, along with a status report on the project during the 2025-26 interim.
