This bill proposes amendments to the North Dakota Century Code regarding the installation of smart meter gateway devices and unauthorized metering. It introduces a new definition for "smart meter gateway device," which is described as an electronic device that communicates with appliances using electricity, water, or gas in a user's residence or business. The bill also updates the definition of "tampering" and clarifies the meaning of "unauthorized metering."

Additionally, the bill establishes that utility services cannot install a smart meter gateway device without the property owner's consent, which must be documented through a prescribed form. This form must inform the property owner of their right to opt-out of the installation without affecting their utility service. Furthermore, upon the initial provision of services, utilities are required to disclose whether a smart meter gateway device has been installed and must allow for its removal upon request, replacing it with a traditional electromechanical meter.
