The proposed bill aims to enhance voter education by mandating the Secretary of State to distribute objective and factual educational materials regarding ballot measures to qualified electors. Specifically, for each statewide constitutional measure, initiated measure, or referendum appearing on the ballot, the Secretary of State is required to create and distribute these materials to individuals listed as "active voters" in the central voter file at least 45 days before the election. The materials must also be posted at all voting locations and include an objective summary of the measure, its anticipated fiscal impact, its origin (whether approved by the legislative assembly or initiated), and an analysis of both supporting and opposing votes.
Additionally, the bill includes an appropriation of $600,000 from the general fund to support the creation and distribution of these educational materials for the biennium beginning July 1, 2025, and ending June 30, 2027. The funding is designated as a one-time allocation. The bill is set to expire on June 30, 2027, after which it will no longer be in effect.
