This bill proposes the creation of a new section in chapter 16.1-01 of the North Dakota Century Code, which mandates the Secretary of State to distribute educational and informational materials to qualified voters regarding ballot measures. Specifically, for each statewide constitutional measure, initiated measure, or referendum appearing on the ballot, the Secretary of State is required to create and distribute objective and factual materials to individuals listed as "secured active" in the central voter file at least 45 days before the election. The materials must include an objective summary of the measure, its anticipated fiscal impact, its origin (whether approved by the legislative assembly or initiated), and an analysis of both supporting and opposing votes.
Additionally, the bill includes an appropriation of $600,000 from the general fund to the Secretary of State for the purpose of creating and distributing these educational materials for the biennium from July 1, 2025, to June 30, 2027. The Act is set to expire on June 30, 2027, after which it will no longer be in effect.
