This bill establishes a new requirement for the Secretary of State of North Dakota to distribute educational and informational materials regarding ballot measures to qualified electors. Specifically, for each statewide constitutional measure, initiated measure, or referendum appearing on the ballot, the Secretary of State is mandated to create and distribute objective and factual materials to all active voters at least 45 days prior to the election. These materials must also be posted at all voting locations and include an objective summary of the measure, its anticipated fiscal impact, its origin (whether it was approved by the legislative assembly or initiated), and an analysis of both supporting and opposing votes.

Additionally, the bill appropriates $600,000 from the general fund for the purpose of creating and distributing these educational materials, with the funding designated as a one-time allocation for the biennium beginning July 1, 2025, and ending June 30, 2027. The bill also includes an expiration date, stating that it will be effective until June 30, 2027, after which it will become ineffective.
