This bill establishes a new requirement for the Secretary of State of North Dakota to distribute educational and informational materials regarding ballot measures to qualified electors. Specifically, for each statewide constitutional measure, initiated measure, or referendum appearing on the ballot, the Secretary of State is mandated to create and distribute objective and factual materials to all individuals listed as "active voters" in the central voter file at least 45 days prior to the election. Additionally, these materials must be made available at all voting locations. The content of the materials will include an objective summary of the measure, its anticipated fiscal impact, its origin (whether it was approved by the legislative assembly or initiated), and an analysis of both supporting and opposing votes.

To support this initiative, the bill appropriates $600,000 from the general fund for the purpose of creating and distributing these educational materials, with funding designated as a one-time item for the biennium beginning July 1, 2025, and ending June 30, 2027. The bill also includes an expiration date, stating that it will be effective through June 30, 2027, after which it will become ineffective.
