The bill mandates a legislative management study focused on institutions of higher education in North Dakota during the 2025-26 interim. The study aims to explore various aspects of the state's higher education system, including promoting efficiency and collaboration among institutions, expanding dual-credit programs, analyzing tuition costs, and evaluating the feasibility of uniform transcripts and credit transfers. Additionally, it will consider the potential consolidation of colleges and universities, the establishment of satellite campuses, competitiveness among institutions, and the overall quality of education provided.

To facilitate this study, the legislative management will appoint a committee comprising both voting and nonvoting members. Voting members will include three senators and three representatives from the legislative assembly, along with a committee chairman. Nonvoting members will consist of key stakeholders, including the chairman of the state board of higher education, a student representative, the chancellor of the North Dakota university system, and representatives from K-12 education and various industries. The findings and recommendations from this study, along with any necessary legislation, will be reported to the seventieth legislative assembly.
