The proposed bill aims to enhance the rights of parents and guardians regarding access to the medical examination room of a minor. It establishes that when a parent or guardian is present, they have full access to the examination room where the minor is receiving medical care. Healthcare providers are required to notify parents or guardians of this right clearly before the minor enters the examination room. Additionally, if the examination involves a private area of the body, a privacy screen or similar mechanism must be made available upon request to protect the minor's privacy.
Furthermore, the bill mandates that healthcare providers must provide written notice to the parent or guardian before any standardized questions are posed to the minor. This notice must inform them of their right to opt-out of answering questions unrelated to the visit, clarify how the minor's responses will be handled, and list the types of questions that may be asked. The provisions of this section do not apply to legally emancipated minors or in cases of suspected human trafficking or abuse, where the provider has documented concerns and notified the appropriate authorities.
