This bill aims to enhance mathematics education in North Dakota by establishing new requirements for teacher licensure, curriculum standards, and professional development. It introduces a new section to chapter 15.1-13, mandating that candidates for secondary mathematics teacher licensure demonstrate competencies in beginning mathematics instruction. Additionally, it expands the licensure requirements to include elementary education teachers. The bill also creates a new section to chapter 15.1-21, which requires school districts and nonpublic schools to ensure their mathematics curriculum is evidence-based, aligned with state standards, and includes differentiated instruction. Furthermore, it mandates ongoing professional development for mathematics teachers and the implementation of formative assessments to identify and support students needing additional help.

The bill also includes provisions for early identification of mathematics deficiencies and characteristics of dyscalculia in students from kindergarten through grade three, requiring schools to inform parents and develop education plans for identified students. It establishes a framework for the superintendent of public instruction to adopt rules for monitoring the implementation of these educational standards and requires periodic reporting to the legislative management on the effectiveness of the initiatives. An appropriation of $1,200,000 is allocated to support these efforts, focusing on improving mathematics curriculum and instruction from July 1, 2025, to June 30, 2027. Sections 2 and 4 of the bill will take effect on July 1, 2027.
