The bill amends subsection 3 of section 54-44-04.6 of the North Dakota Century Code, which pertains to the transfer of state surplus motor vehicles. The new language specifies that surplus motor vehicles must first be made available for purchase to political subdivisions for a period of fourteen days at a cost of thirty percent less than their fair market value.

Additionally, the bill maintains the requirement that surplus property be transferred at fair market value to state agencies, political subdivisions, and nonprofit organizations that are eligible to receive federal surplus property under the Federal Property Administrative Services Act of 1949. Eligible organizations are also to be regularly notified about the availability of surplus property.
