For state or county mutual insurance companies, the abstract must be published once in a newspaper in the county of the company's principal place of business, as designated by the company's members during their annual meeting.

Additionally, the bill stipulates that the certificate of authority issued by the commissioner must be published alongside the abstract of the annual statement. It retains the requirement for publication fees as outlined in section 46-05-03 and mandates that proof of publication be filed with the commissioner within four months of the annual statement's filing. The commissioner is also tasked with providing abstracts in a convenient format on their website.
