This bill proposes the creation of a new section in the North Dakota Century Code that mandates the development of cardiac emergency response plans for both public and nonpublic schools, as well as for athletic events. The bill outlines specific definitions, including "automated external defibrillator," "cardiac arrest," and "cardiac emergency response plan." It requires the Department of Health and Human Services, in collaboration with the Superintendent of Public Instruction, to create a customizable template for these plans, which must incorporate core elements established by recognized organizations such as the American Heart Association. Key requirements include the annual review and adoption of the plan by the district crisis management team, activation of the team during a cardiac emergency, and the placement and maintenance of automated external defibrillators on school grounds.

Beginning in the 2027-28 school year, all public and nonpublic schools will be required to develop a cardiac emergency response plan using the provided template, ensuring that it is integrated into the school district's crisis management plan. The bill also stipulates that schools must properly identify and place automated external defibrillators according to established guidelines. Furthermore, it provides immunity from liability for school boards, administrators, teachers, and crisis management team members for actions taken in accordance with the cardiac emergency response plan.
