This bill proposes the creation of new sections in the North Dakota Century Code that outline the responsibilities of the superintendent of public instruction regarding the training of school officials and the establishment of a government spending database. The superintendent is tasked with contracting training services for school board members, superintendents, principals, and business managers, ensuring that the training covers essential areas such as academic best practices, personnel management, financial operations, facility planning, and regulatory compliance.
Additionally, the bill mandates the state treasurer to collect and maintain a government spending database that is accessible online at no cost. This database will include detailed expenditure data from various submitting parties, such as budget units, political subdivisions, school districts, and higher education institutions. The data must be updated monthly and include specific information about each expenditure, such as amounts paid, payment dates, recipient names, and details related to educational materials for school districts. An appropriation of $350,000 is allocated for the establishment and maintenance of this database for the biennium beginning July 1, 2025, with the provisions of the bill becoming effective on July 1, 2026.
