This bill mandates a legislative management study focused on the recruitment and retention of volunteer emergency responders during the 2025-26 interim. The study will address the challenges faced by various types of volunteer responders, including firefighters, emergency or disaster volunteers, and community emergency response team members. It aims to identify effective strategies to promote volunteerism in these critical roles.

Additionally, the study will gather input from a range of stakeholders, such as disaster emergency organizations, nonprofit associations, law enforcement representatives, emergency medical service providers, and relevant state and local agencies. The findings and recommendations from this study, along with any necessary legislation to implement these recommendations, will be reported to the seventieth legislative assembly.
