This bill proposes the creation of a new section in the North Dakota Century Code that mandates health insurance coverage for fertility preservation services for public employees. It defines "medically necessary" services and outlines what constitutes "standard fertility preservation services," which include procedures and treatments for individuals diagnosed with medical conditions that may impair fertility. The bill specifies that health insurance benefits must cover consultations, evaluations, laboratory assessments, and the procurement and storage of reproductive tissues, including up to four preservation cycles. Importantly, the coverage must be available to all covered individuals without limitations that differ from other medical benefits.
Additionally, the bill requires the public employees retirement system to report to the legislative assembly on the impact of these fertility preservation health benefits, including utilization and costs, and to recommend whether the coverage should continue beyond the initial expiration date of June 30, 2027. The Act applies to health benefits coverage starting after June 30, 2025, and is set to expire on June 30, 2027, unless further action is taken to extend it.
