This bill proposes the creation of a new section in the North Dakota Century Code that mandates health insurance coverage for fertility preservation services for public employees. It defines "medically necessary" services and outlines what constitutes "standard fertility preservation services," which include procedures and treatments for individuals diagnosed with medical conditions that may impair fertility. The bill requires that health insurance benefits cover consultations, evaluations, laboratory assessments, and the procurement and storage of reproductive tissues, with a provision for four preservation cycles. Importantly, coverage cannot be limited by copayments, deductibles, or other restrictions that differ from standard medical benefits.
Additionally, the bill stipulates that the public employees retirement system must report to the legislative assembly on the impact of these fertility preservation health benefits, including utilization and costs, and make recommendations on whether to continue the coverage. The Act is set to apply to health benefits beginning after June 30, 2025, and will expire on June 30, 2027, unless further action is taken to extend it.
