The scholarship will cover 100% of tuition for eligible applicants attending state-controlled institutions, or the lesser of 100% of tuition or the average tuition of all state institutions for those attending private institutions. The bill also outlines provisions for applicants called to active duty, ensuring they are granted a leave of absence without academic penalties and detailing how their eligibility units will be managed in such cases. Additionally, the State Board of Higher Education is empowered to adopt necessary rules for the implementation and administration of the scholarship program.
