The bill amends subsection 10 of section 53-06.1-15.1 of the North Dakota Century Code, which pertains to the authority of the attorney general to impose fines for gaming violations. The amendment introduces new provisions that expand the categories of entities subject to fines for non-compliance with gaming regulations. Specifically, it adds "owner of an authorized site" to the list of those who can be fined, alongside licensed organizations, permit-holding organizations, distributors, and manufacturers.

Additionally, the bill clarifies the monetary fines associated with violations for each category of entity. For organizations, the fine ranges from a minimum of twenty-five dollars to a maximum of two percent of their average quarterly gross proceeds or five thousand dollars, whichever is greater. Distributors face fines starting at one hundred dollars and capping at five thousand dollars, while manufacturers incur fines from five hundred dollars up to two hundred fifty thousand dollars. The newly included owners of authorized sites will be fined a minimum of two hundred fifty dollars, not exceeding two thousand five hundred dollars. The bill also states that these fines may be imposed in addition to or in lieu of license suspensions or revocations.
