For organizations, the fine ranges from a minimum of twenty-five dollars to a maximum of two percent of the organization's average quarterly gross proceeds or five thousand dollars, whichever is greater. Distributors face fines starting at one hundred dollars and capping at five thousand dollars, while manufacturers have fines beginning at five hundred dollars and reaching up to two hundred fifty thousand dollars. The newly included
owners of authorized sites will incur fines starting at two hundred fifty dollars and not exceeding two thousand five hundred dollars.
