The bill amends subsection 1 of section 39-06.1-10 of the North Dakota Century Code, which pertains to how traffic offenses are recorded on a driving record. The key change introduced by this bill is that if a report of a traffic offense conviction or violation is received, the director will enter points on the licensee's driving record unless the points assigned to the violation are two or less. In such cases, the violation and points will not be entered on the driving record but will be recorded separately, and this separate record will not be accessible to the public.

Additionally, the bill clarifies that points from violations with two or fewer points will still be considered part of the driving record for the purposes of point reduction and license suspension. If a licensee accumulates twelve or more points, the director is required to notify them of the intention to suspend their operator's license. The bill also allows the director to receive and act on reports of traffic offense convictions from federal, military, and tribal courts within the state.
