This bill proposes the creation of a new section in chapter 57-01 of the North Dakota Century Code to establish a property tax information portal. The portal, which will be developed by the commissioner, aims to provide public access to information and educational resources regarding property taxes. It will include interactive data on property tax collections by taxing district for each parcel, contact information for elected officials of those districts, and educational resources to help citizens understand property tax terminology and estimate potential changes. County auditors will be required to submit timely property tax data and contact information to the commissioner, ensuring that the portal is regularly updated.

Additionally, the bill mandates that the commissioner protect personally identifiable information from unauthorized access and disclosure. It also requires the commissioner to provide a report to the legislative management at least once every biennium, detailing the portal's implementation progress, costs, and usage statistics. To support the development of this portal, the bill appropriates $5,000,000 from the general fund for the biennium beginning July 1, 2025, and ending June 30, 2027, designating this funding as a one-time expense.
